This is to certify that the Secretary of the Navy has awarded the Navy and Marine Corps Achievement Medal to Corporal Matthew R. Waterman, United States Marine Corps for professional achievement as Switching Chief, Bravo Company, Marine Wing Communications Squadron 28, 2d Marine Aircraft Wing (forward) from July 2005 to February 2006. During Operation Iraqi Freedom 04-06, Corporal Waterman performed his duties in an exemplary manner while maintaining one of the largest switching networks in theater. He was responsible for maintaining seven telephone switches and thirty trunks that consistently processed fifty thousand calls a day at a 97 percent success rate. Corporal Waterman spent countless hours planning for the systematic transition of switching services from a tactical network to a commercially equipped consolidated technical control facility aboard Al Asad Air Base. After thorough review, his proposal was determined to be the most effective and efficient method available, and the transition was executed flawlessly using his plan. The resultant changes directly enhanced telecommunications services across Al Asad. Corporal Waterman's managerial ability, personal initiative and unswerving devotion to duty reflected great credit upon himself and were in keeping with the highest traditions of the Marine Corps and the United States Naval Service.
